Russian President Vladimir Putin is said to have simply bypassed his key military officers when deciding on partial mobilization. This is according to a report by the US-based Institute for the Study of the War (ISW). According to the experts, Putin apparently coordinated directly with commanders in the field who asked for troops to move up. In this way, Putin may have circumvented standard military rules.
